Yes, it's an American term for a series of bets where each successive stage of the bet uses the rolled over "winnings" as well as the initial stake as the stake for subsequent bets.

The meme screenshot was simply showing Noble as a vigi.

So in most U.S. states like Nevada and Wisconsin where gambling is legal, the state mandated required payout % is 80%.   Your wins/losses are 79.66%, almost dead on.  Shit hit you like real life.
