I don't believe you need probable cause to detain someone. That would mean anyone who is detained could be searched by the APD, which is incorrect.

The point of my post was to show that some rules should be applied to allow civ players to have a fair gameplay. 

I didnt lose my radioactive on this but my friend did. Its not that big of a deal but as a APD member that also lose nothing while playing, your responsibility is to give players a good time. Especially against people that are being cooperative and are not a threat. 

APD play a big part on the server for showing Olympus true experience. If yall love to play on here at least do a minimum to make others enjoy it too. 

After further reading, I'm not 100% sure my previous message is correct, but I don't think there is much differentiation between detainment and arrest, and reasonable suspicion vs probable cause in the handbook.

The only real mention of "detain" is saying you can detain a civ if they are "interfering" with an investigation, and if you notify them why they are being detained. I believe I have been detained multiple times when I was completely innocent, without doing something that could be considered as interfering with an investigation. I will be paying more attention to that from now on.

And, sadly, there is no use of "reasonable suspicion" in the handbook, which in the USA is generally the level required to detain someone.

Given the handbook says:

  1. Probable cause is defined as "reasonable grounds to conduct a search or make an arrest".

Let's take that serious and go through an example situation. Let's say someone is flying without a pilot license. If we look at the ticket guide we can see:

Flying w/o a Pilot License.
First offense: $10,500 + Impound. 
Second offense: $10,500 + Impound
Third offense: Jail
Does not warrant probable cause.
Notes & Examples: Add if a suspect is flying a legal vehicle without a pilot's license.

Let's think about this more carefully. Probable cause, according to the handbook, is when you have grounds conduct a search OR make an arrest. Now, if you were to send someone to jail, it's pretty obvious that you would have to arrest them. Yet flying without a pilot license doesn't actually provide you the probable cause needed to be able to arrest them. So it's a crime that you can be jailed for if you do it 3 times, but it's not a crime that you can be arrested for. You'd have to be arrested on some other crime that grants probable cause, and then you could finally get sent to jail for this crime.

Does this sound right? Does this sound like how it's intended? Does this sound like how it's actually played out on the server? I don't think so, yet if we accept your logic that people need probable cause to be arrested, it means that you can't arrest someone for these "Does not warrant probable cause" charges, and if you can't arrest them, how could you even ticket them either?

Though the ticket guide states jail you can’t be sent straight to jail due to it, doesn’t mean it’s not an arrest able offense. If you refuse two tickets at the allotted amount you will be sent to jail. The idea behind the 1,2,3 offense amounts is to punish those who troll or grief the APD.

 

Ex. You stay in HQ, you are told to leave, you refuse, get detained, charged, pay your ticket, and are told to leave again. You come back in and do the same thing again, at the point that’s where the 1,2,3 statues come into play. Atleast that’s how I’m aware it works.

oh I thought it might mean like you needed to have that charge on you 3 times. But yeah your interpretation seems more like how it's intended and common sense, but like..... i'm probably on my 40th offense on some of these crimes. Does that mean they can do the third offense level punishment every time I get charged with it from now on? It's stuff like that in the handbook that I really dislike. It's not even a gray area, it's just like undefined, unknowable.

In general terms the APD fall in three camps.

I - Teens and newer guys who enjoy playing cops and robbers on steroids.

These guys can be a bit goofy but they're usually well meaning and won't usually screw you over unless you're extremely rude.

They tend to be lower ranking and are usually decent about following the rules although they can be a bit immature.

II - Older players who have their lives together but stick around to goof around.

They're usually higher ranking but tend to be somewhat inactive or hold retired rank.

They can sometimes be a bit curt and tolerate less bullshit because they've been around for years, but they're also very easy-going and usually don't care too much about small stuff and money.

I won't name names but they're dudes who have fulfilling lives outside the game and play for fun. Some are even IRL cops who come here to goof around.

III Tryhards and trolls/losers 

The active ones are hall monitors who are trying to grind out crazy hours and statistics to advance so they're hardasses. It's not really their fault because they're under a lot of pressure to put up numbers.

The retired ones had APD "careers" that got them far enough to have permanent whitelists but stagnated before they could leave on their own terms and they didn't quite get over it.

Thing is, some of these guys also have some very grim lives outside the game to the extent that Arma 3 police rank is one of the only things they've achieved in their lives so they have a ton of power and take out their frustrations at the world on people playing a 12 year old game.

They're also the worst because they don't have much to lose so they truly do not give a damn.

 

 

 

Aside from that, you have to remember the APD is made up of humans.

Sometimes people can have bad days, and some people are just nasty 24/7. I have seen some very nice people be rude after back to back feds and dispute fights.

Hell I'm guilty of having been disproportionately harsh to civs because one person in the group was being uncivil and I was just done with their shit.

Also know that the APD will usually just mirror your energy, if you act combative, start bringing up rules and throwing words around like "IA" you will lose any sympathy you could have had.

It it situation based, but reasonably if you commit the crime enough you'll be sent to jail, at that point it resets.

Not trying to be rude or anything, are you employed or in school?
It seems you have worked two full time jobs on arma 3 civ in the last week alone?
