NPC is near the church south of Kavala Square, you'll see him on your left if your driving south. Thank you to @jarred maler @Chaos, @cLoak, @Colt, and @Grandma Gary for helping me to gather some useful data for the CTF system. Problems were identified and they will be fixed. Also, thank you to @Poseidon for launching the test server on such short notice.
