I dont think that processor will hold him back at all, its a 4 core skylake. Gaming really doesnt utilize more than that right now, eventually yes multi threaded cores and 6-8 core cpus are probably better but with that mother board he can upgrade in the future. While GHZ is important it really isnt everything. With the skylake the cores are very powerful and wont bottleneck the card at all. What the lower GHZ will affect is things like rendering,and video editing. All prices are euro but ur from US blackjack? While 8 GB is good now for most games, ArmA can actually take quite a bit of memory anmd I've heard people say that when they upgraded their RAM, it gave them a boost in FPS.
