It's in one of the better sheltered places with decent housing surrounding. It's a top 5 drug with other taxed drugs being wayyyy behind. The only reason it was never taxed is because the pro was where the pharma start is. Cartels need the push. Although we pushed for a cartel off warzone to promote smaller groups. Senior staff did not agree.

No point 80% are staff alts anyways. Plus normal vigis store tiers to use rebel making it overly expensive. Alts ruined vigi and staff don't care. This is what the REAL vigi mains want. Also you were at this meeting.
