building a new pc tomorrow...do I just copy my steam folder to back it up?

I would suggest formatting the hard drive to have everything clean for the new parts. It may be my OCD that leads me to this but I always do it. A nice clean install. Remember all those parts need new drivers and you do not wan't to have issues with conflicting drivers. Clean install is better. Steam folder? back it up in an external HDD or if your hard drive is partitioned then back it on the section that is not going to get formatted.

if you have a new motherboard and gpu and all that i think it will require a new OS installation of windows due to the drivers not being the same mine was like that at least

Tried doing it without a format and it was buggy sometimes. Just backup or copy your important stuff and fresh install of windows
