For the oil rig, you must stand around the Drill marker on the map and use the pickaxe through the Y inventory, windows key doesn't work for some reason, and then you will be able to process the oil by the refinery marker. -

The fed is supposed to be hardest possible thing for civlians to do. Jails are already an easy win for a well coordinated team, the Fed is supposed to be hard to defend. It should take a team of at least 12 to effectivley hold it down, so the 4th gate is awesome in my opinion.
