Impossible. You aren't gonna be chief of police, have the most war points, complete the timed trial the fastest on the server, Have the most cop kills, have most vigi arrests, and the most money all at the same time unless you are extremely dedicated and have no life whatsoever.

Well like maybe have a have all civ titles excluding the special titles where you have the most of something.
