It's just a doctrine, doesn't mean our govt. doesn't have something that is capable of doing it that we know of. - just my conspiracy theory But yes you are correct, NORAD is not supposed to be able to stop MAD, since MAD just says that the threat of using them is just supposed to be a deterrent to the opposing side, so they shouldn't have to be used.

On a more serious note: I personally have no idea what would be a good strategy at this point, we can't just sit back and let ukraine get fucked over and have numerous war crimes commited against them. But at the same time if we attack Russia then we have to deal with China as well and we all know how that is going to end more than likely. It's kind of a lose-lose situation IMO.
