what do medics not understand about "deny him revive"

If the medic isn't threatened and knows for sure he/she can get the revive, more than likely they are going to get the revive -

Alright, thanks Well like I said, it's safer to go along with it or let the person know what they did was wrong. If they persist then wait until they are finished with what they are doing or have the local civs help. You can either submit or if it doesn't matter that much then just don't say anything homie

If you get rdmed then you have the choice of waiting for a medic or respawning. Can you clarify what you mean about this?

If you get tazed without engagement it would be safer to talk to the person who tazed you and make sure they understand what they did wrong. If you get RDM'd I see no problem with just logging off after a respawn. If they don't comply you can submit or just quit after they are finished.

saying 60% of medics dont listen to cops isnt fair...perhaps its the same 1-2 medics that dont listen, or your instructions arent clear...or perhaps while your asking for assistance, the medic is already dealing with another situation which may take a few minutes to clear.. also you do realize it costs 50K for a medic to buy a dope crate, so by yelling at the medic to not drop the crate you cost him 50K, so instead if he hovers around and waits for the ok to drop it, he might actually make his money back...
As for the kidnapping, medics respond to calls if they arent too busy.. if nothing is going on, why not respond if someone is calling 911- its our job to preserve life, if we were to speculate which calls are bogus and which are real then why even have a 911 for medics..
