I think a much simpler solution would be random drop off zone locations not shown to police and a much larger "purple zone" right now its small enough where ADP can easily find it...maybe like 1KM radius would be good.

dont skimp on the mobo...also why not spend an extra 50bucks and get the 8700k? 2 extra cores @ 25$/core is a great deal...graphics should be fine... 16gb of ram is fine and speed is fine...

As stated, you may leave someone restrained anywhere you want...they will be auto unrestrained after no longer then 15 minutes. Just remember there are certain things you can and cant do while they are in restraints or taken hostage...ie you cant kill them unless they dont REASONABLY comply with your demands.

+1 @RambleR Basically if you and your buddy both are in a gang and are wearing the same tags. (ie [AW] for Gang Awesome) Then you are engaged with that gang who kidnapped your buddy and can roll up and murder then. There is generally a 5 min 'RP clock' timer from when your buddy is kidnapped and when you need to reengage. My suggestion is to have your buddy whose kidnapped re-engage your gang by saying 'hands up or die by [AW] every minute or so in direct to the hostage takers... If your not wearing tags your not automatically engaged, therefor would need to engage yourselves by Direct or Text UNLESS your in a redzone/warzone

Do not skimp on the motherboard, what good is a high end cpu if motherboard doesn't have good enough / fast enough data channels to keep up...the key of building a budget rig is to buy all parts "around" the same quality to minimize bottlenecks. Also traditionally Intel > AMD but I'm not sure how Ryzen fairs since they've really improved single core performance. But I am building a new rig soon and will be going Intel 8700k.

if his fans are working and its freezing in a minute, its not overheating... plus usually when it overheats it will literately shut off not freeze as a safeguard to keep the CPU from frying.... But try running it with the case open if you think its heat...shouldnt have to put it outside... Possible issues: - There is corrupt/bad USB device (drive or peripheral) plugged in - PSU is dying so any power draw above idling freezes comp - You may have some nasty ass malware - Thermal paste on CPU is whack/bad - Primary HD is corrupt or dying (drive which system partition is installed) - CPU is going - less likely usually results in BSoD - Mobo is going - less likely usually results in BSoD - RAM is going - less liekly usually results in BSoD I'd say this list is from most probably issue to least probable. Even if comp is only a year old, over heating can burn out parts only a week old. I know this doesn't help that much, but who knows may give you an idea of what your issue is.

You will probably see things like we see with cellular plans...ie after x amount of data per month steaming will be throttled...something like that...unless you pay for the Platinum package to not get throttled... It'll not necessarily make them a boat load more money in the traditional sense but instead it'll save them money by not having to upgrade infrastructure.

Thats what I mean by ISPs will basically agree that they will go the traffic package route with internet... If a smaller ISP decides not to abide, the larger ISPs will crush them.. Also - Its seriously not hard at all to bypass this, purchase a nano VPS on Amazon's EC2 or Digital Ocean in like India or somewhere else, then set up a SOCKS5 proxy through an SSH tunnel with dynamic port forwarding...or purchase an anonymous VPN for like 60 bucks (or less) a year.

Unless all the major ISP's enter into an agreement to offer specific tiers of plans...also depending on where you live you may only have 1 option for ISP which means they can offer whatever they want.
