Both Yes and No, it all comes down to maturity and such when the Coordinators of the R&R gives out age exceptions. I cannot speak for the Senior R&R but i can tell you applying is your best bet for this to happen!

@OmarMalone Deserves a lot more respect then he currently has. We talked for hours about exceptions. I understand how I "blew up" but Omar deserves more then he has. He worked as hard as me, maybe even harder...

From my own recollection, exceptions have been made, and can still be made. I believe they take into account your ability to grasp the rules of the server and how you work well with higher ups. And also you maturity, like someone told u above.
