Weather is a part of the game.  It makes things more dynamic.  Just like the day and night cycle.  I like day time more then night time, but it would get boring if it was always day time.  If your computer lags you should turn down your settings a little.

Best thing to counter it is in the Y menu go to settings and turn the ambient sounds off! Rain seems a lot less aids when there's no sound to it lol

Rain drops FPS a bit, I don't care if it is the most dynamic thing in the world, doesn't change the fact is makes my fps go with my gun at my ankles.
