It's not just active staff in-game. A lot of development would be needed in all aspects, as well as the scheduling of such an event (especially considering how long it often ends up being).
It would take a lot of development time out of them working on the main server, which I don't think any of them really want to do at this current time, understandably so.

and in the APD handbook there is Server Rules chapter 9, Server Rules chapter 20, Server rules chapter 13, Server Rules chapter 23

Medic can be taken hostage for 15 minutes
Exception: if they are taken hostage for a federal event, they are to remain a hostage for up to 30 minutes or when the bomb blows or is defused, whichever comes first.
It's as simple as that.

It was actually Bohemia that nerfed turtles. They changed how the ambient life worked or w/e and decreased the amount of turtles swimming.
probably is possible to change by oly devs (don’t quote me on that) but is also not great for the server. Water events with how undeveloped water is in Arma 3 is no bueno and will take away from interactions that occur on land

PSA: The recent roundtable summary has been amended. Houses that were not supposed to be purchased within the 1km area will be restricted next update. Inventories will still be able to be accessed to allow players to properly move out but players will not be able to pay tax to maintain ownership.
