I'd like an OS to answer because the wording just says "kill" without engagement and I don't want to be banned  because of a loophole.

Yes you can vigi a war enemy without engagement. Still need to read charges, bounty amount, and let them know you're sending to jail though.

personally, i feel like it should be banned to use tasers in a while, very cheap way to abuse the vigi role, and scummy.

war should be fun on both parts, not one guy sitting in a jail after fighting. (unless caught by cops, of course.)

Realistically, wars have no boundaries! If you guys don't enjoy it just don't war with gangs that Vigi!

Pretty much what Rogue said. Don't war gangs that vigi if you don't like it. You're going to WAR with the gang. All tactics are valid. Some folks will not like certain tactics. Adapt and conquer.
