Tilde Update - For non APD

Ares made a post under the APD Section updating how cops work with the tilde & vehicles, this is for the benefit of those without the APD tag but like to know how it works:

Yanno, I noticed it's needed after the guy did not even know that post existed as he was not APD, and could not find it ;o

I am surprised Ares wouldn't have made a post like this public and that a member had to do it, but oh well, I am happy you did make this post as this is some much needed knowledge for us Civis
