Genuinely curious on why you think unbanning cheaters will do anything at this point?

Arma has ~3k players at any given time, which not long ago was well over 12k.
LYL (German only), which used to max 255 players at peak times, now roughly gets 100-110 at peak.
AmazingLife (Russian only), peaks at ~110, but quickly drops in population
Olympus used to peak at 160~ or so before issues started appearing, but would routinely stay above 150 for the better half of the day. Now we peak 90-100.

Other games are launching, people play other games, people have lives. This server isn't peoples entire lives, no matter how many hours they may have sunk into it.

Servers that had done a mass unban gained a population spike, sure, but quickly died again as the cheaters started spinning again, which also made the regular players lose trust in the community.
Reborn, Reload, GTA, Asylum all attempted mass unbans. They all died shortly after, and though not all of those server deaths were directly because of the unbans, it was definitely related.

 

I DO think giving people chances after a significant punishment, and allowing people to grow up from what they used to do, is an acceptable way to handle these situations.
I do NOT think that people should be permanently removed from enjoying things if they are genuinely able to reflect on what they've done, or able to recognize that ruining other players enjoyment isn't the way to do things.

I'll be completely transparent here, in most cases, 3 years was my target for unbanning. It's enough time for most people. However, our staff team will debate on whether or not we honestly believe that they will not cheat again if unbanned. I can't really go into details on what exactly gets discussed, but in the case of being unbanned, they are required to keep POV for 14 days of any situation that may come up as suspect, and have significant scrutiny for things that they do. Most of the people that have been mentioned by you have either been cheating on other servers recently, had been ban evading a non-insignificant amount of times, or would 100% cheat again.

 

In the end, I would rather keep our current player base free of cheaters, than let a known cheater that has a high probability of cheating again come back and ruin it for many people.

This right here a solid reason never to unban anyone.  Still have no moral problems with ruining the game for people.  Still have cheat subs.   They can keep their ass right in that ban center and go join the servers that fall for the dumb shit still.

If players don't trust in staff they have no way to know if playing the game is even worth it.  Could just be having a normal game, and then ban falsely banned for a fail titan.  Then all the other staff members could huddle around that clearly  false ban, and all put their names on it furthering the loss of trust in staff even more.

I don't think unbanning players who cheated would ever work out. If the deterrent of losing out on the most Active Rp-esque Arma server wasn't enough to stop you, why should it be expected you will know give any reasonable care to what is now a dying server. Doesn't really make sense? Also, the entitlement to ask for an unban is kinda crazy. Most games just drop a perma and you can't ever touch it without buying a new copy. At least have the decency to say you'll donate 40$ to Olympus to get an unban (or whatever the market value is for arma 3 rn). 

You cheated and now if you want to return, you should show some good graces in supporting the server. Right now, as was pointed out by Ryan, Olympus suffers a retention issue. Even giving a chance to let cheaters come in and ruin the gameplay experience for new players which is already arguably ruined by 5+ year tryhards steamrolling them in the most disrespectful way isn't gonna be a good idea. 

Good luck on your next unban appeals, maybe throw some money at the server to at least give some incentive for your unban.

I'd think people change over time, and they should have a chance for an unban, but also that a previous cheater is highly likely of cheating again, even if it's years later. sort of like a relapse in a way.

paying for unban is kinda whack, and sort of ruins the good will normal players have with the server. My anger is mostly at the handbook and faction leaders, which is more like a PvP attitude, rather than anger towards the server, which would be some kind of player vs admin kind of attitude (i used to dislike the server more, but then I realized how awesome @ David Miller  and pretty much gave up that crusade). attacking a faction is fine gameplay/community wise, but attacking the entire structure that the game is played in destabilizes everything (E.g: cheating). The only thing I consider kind of P2W is the extra loadouts oly+ gets, and even then it's minor enough and you could just manually buy those things faster if you clicked fast enough. But if they started paying for unbans, then more of my anger would be towards the server its self. I like the server so I report bugs I find, if I thought they were actually evil i'd have no problems abusing powerful bugs i've found even more. right now I only abuse bugs for comedic effect

Here is the mental attitude I have towards it. I trust the Olympus anti-cheat. Cheater comes in, does fuck shit and gets caught. Pays for unban which supports Olympus and its future work. Lets say they get caught cheating again. Olympus could do a 3 strikes and you're out rule for cheaters. Each time they are caught increases the price for the unban until the cheater finds it pointless to either keep paying or can never get an unban again. 

Both ways, cheaters will want to get back to the server and already make new steam accounts to play again. You can't stop them from coming, but you can monetize their stupidity while still upholding the integrity of the game.

And lets be real about good will, there has never been good will. Almost all of the most dedicated players to the server were exploiting on conquest and some of the biggest most infamous gangs like Aegis have had their cheating issues. Your dedicated players could care less
