As far as I know this has been practiced a lot of times before. Other chief's used to to it. It really isn't a big deal. Might put rebels to a disadvantage but it is part of the game. Also, being the chief of police he can do as he pleases when playing cop as long as it doesn't intervene with server rules. As you noticed that rule is in the handbook and Clemenza has full call on that ( there are some exceptions were staff intervene but only when it's something game changing ). Also, all gangs are guilty of checking to see who's online or who's on TS then decide to do a jail or fed. This is not enforced nor will it ever be but you are already using this to your advantage, the difference is this time you got surprised. You ask me that sounds like fun .
