1. Make sure arma is running on an SSD 2. 16gb ram is optimal. Other than that I dont see why you should be lagging at all, Im running a 970 with a 4790k and 16gb ddr3 with no issues.

If its relevant, try to tune your settings up pretty high(if your rig can handle it). Ive found for people with proper gaming rigs, that turning settings down to Low actually reduces FPS. Might have something to do with down scaling or something. If you have an nvidia card try to go into geforce experience and use the auto settings.
