480k re-insurable hawk vs 10 7.62 and easy to buy Titans compared to 10 6.5 and usually 500k - 1 mil titans (assuming you can get them from a civ and they get there quickly enough) to take down the no insurance hawk.

Thats actually pretty balanced

What situations do you think a civ hawk is viable in? Why are civ hawks rarely, if ever used? Do you think the lack of general use/risk of blackwater vehicles is what has led to the small number of blackwaters compared to feds being done?

Civilian ghosthawks are extremely viable if you can neutralize any enemy before they get their hands on a titan. There is no red tape with civilian ghosthawks. It can be used to rob people with ease.

I think that lack of blackwaters 110% has to do with lack of reward. I think that it is necessary to be adding a new y inventory item worth a shitload to to BW to make it worth the time and effort that it takes to do it.

Bws are dead because the stack comes fast af and the chance to get a hawk is so small.

There is a lack of blackwaters bc as soon as one starts there are 20 retards in a channel and a ghosthawk pulled at the end
