Add APD titans

The APD needs a better means of dealing with armed aerial vehicles, but if they did give someone titans it would likely only be senior APD who are never conveniently available to help with those anyway : )

The APD is capable of buying a titan off a civilian. If its any means necessary you can ask and pay a civ to buy a titan and use it on whatever the situation is. For example: Ghawk gets taken you failed several times to reclaim the Ghawk so you go ahead and message a civilian you are willing to pay for a titan and missiles. If you pay extra im sure the civs will have no problem with it. and you can use that titan on the Ghawk
