RIGHT. If betting gets removed they have a choice. Do feds, bws, banks, or runs. 

They have to fight the APD at least to make money

betting isnt generating money it's just moving it around. people still go broke betting and are forced to make more money. i think it needs to be capped at 5 mil

I feel as if a simple 10 - 20% buff would no longer be effective. These buffs happen often enough - and assuming correctly, it really doesn't increase the amount of people doing runs.

I mean the real issue with runs is a combination of many factors:

• Via other means of getting money
  • It's a lot easier than runs
  • It's a lot more fun than runs
  • It can be quicker than runs
• Additionally, getting money from runs is a LOT harder to win the battle against APD, or attacking gangs comparatively than a fed.
• Probably more factors too

The best case has been let people do the runs for you. You'll end up betting them later and getting the money anyway lol

IMO the only way to ever "fix" runs is to buff illegal over 25%, but to make it so that APD stopping/seizing are getting a very small portion of that price (this stops the majority from just playing cop and stopping runs to get their money). Buffs to legal don't actually help, as that encourages the bigger/stronger gang to rob people doing legal more often,which *should* be the only real threat on a legal run.
