      have you tried manually launching the exe file? I don't have the game so I can't try to see if this is even possible but I had to do it for other games in the past when steam wouldn't let me launch them... Other than that all you can do is what @ proud said 😕

    Playing civ. Got tazed by a vigi. Cops came and I said that the vigi is robbing me. I get cop to process me first and I end up getting pardoned for a cop rule mistake. Then I sat at the vigi lost his vigi for trying to “rob” me.
