  1. We suggested making them glow/smoke/something more obvious but it just seemed a little too out of place. You've got two minutes to find the guy now so unless the guy has 300 IQ and waits for you to go near water, you should find them anyway.
  2. Civilian council isn't here to turn civilians into terminators - we're after fun, fair and balanced gameplay. We're making good progress with balancing the factions and restoring the general order of things - far from perfect, but we're getting there. Once we see some of the bigger features we've had in the pipeline for the past few months things can only improve further. Right now I'd love to see the focus on cartels and getting federal events back into the lime light. Personally I'd love to see the APD have some sort of federal event they can start and the civilians attack for once. Some sort of protect the VIP, gold transport or something along those lines.

  5. I don't have anything to do with how your uniform looks man. I'm happy to take the credit (read: blame) for this, and while I think this is a good change (apart from the loss of aesthetics), this was a staff and sAPD thing. The civilian council has bought this up in the past, but this time around it was a staff thing and the sAPD agreed. Lets see what the designers do with uniforms?
  6. While I disagree with your premise behind APD nerfs, I can assure you the civilian council takes into account how it will affect all ranks on the APD. We don't have sAPD on the council, but we do have Corporals, POs and Deputies. I feel like we use a wide variety of opinions when presenting a decision to the staff, and it's important to remember that's how it works. We don't do things in an echo chamber and ultimately the staff has full control over what gets added to the servers. However, I've mentioned this before to others that it is a little strange that both the whitelisted factions do not have any junior rank representation. While they were all obviously junior ranks themselves at one point, the game changes, the meta shifts and the playstyle of both factions will change over time. I feel junior ranks, in general, are in a unique position to offer their opinion and it should not be discounted. The civilian council for example handles this by recruiting individuals who have very few hours on the server, in addition to others with thousands of hours. Older players on the council (myself included) are sometimes stuck in their ways, they might already have a foothold and a far easier time than newer players. We feel it's very important to try and represent all players and their experience, not just a subsection of them.

Cartels Group system tweaks Players in a group on cap should not contest the capture of the cartel. Grouped players should have green names, regardless of gang affiliation.   9. When 5 cops are online you gain 5% processing speed, for every additional cop past that you gain an extra 1%, up to 10%. For example 8 cops online means 8% extra processing speed.
  10. I believe we suggested 150k, in line with the other LMGs. Thinking about it this might be a little high considering the inability to purchase the mags easily and use it as an LMG.
  11. They originally argued for a 6.5mm carbine, we obviously stomped on that idea. The reason the vigilante reps gave for wanting the 6.5mm was, in part, so they could engage better at slightly longer ranges. The SPAR-16S allows them to do this, within reasonable distances while still not being quite as strong as a 6.5mm weapon. I think I speak for everyone, excluding Vigilantes of course, when I say we don't want a bunch of rebel camping rats having easy access to 150-round drum mags. You can still buy them for warpoints, but if the APD catches you, expect to have your license removed. You guys still make insane money, with basically zero roleplay, and now you get to do it with a better weapon.

  14. A few things left in discussion this week, I'll include those in Decembers roundtable. Remember these are upcoming changes and additions - some of these will take some time to implement. General Increase gas station robbery payout based on online APD members Base payout of 35k, increases by 10k per online officer, up to a maximum of 85k (5 cops). Cartels Add the ability to pay gangshed rent a month in advance Scats Add a Sofia black market for Mushrooms Design team will work to update the billboards more often. Runs Increase Salt, Silver, Copper, Glass and Cement sell prices by 20% Processing speed bonus based on how much you process in a single sitting The goal here is to lesson the burden of using larger vehicles and generally buff the pretty dull processing time the longer you do it. This would stack with the other buffs you currently get (cartel capture and cops online). Small vehicles will see a relatively small buff, whereas larger vehicles will see more of a prolonged benefit the longer you are able to keep processing. This buff disapears if you stop processing for a couple of minutes, discouraging players from going AFK. Vigis Improve the put player in vehicle function, prioritize vehicles that you have keys to in a close proximity Bolt cutters for vigilantes purchasable from the vigilante outpost and legalized SPAR-16S (no 150-round mags) added to tier 5 vigilante, replacing the Mk20c This change properly reflects the amount of time and effort put into getting tier 5. 150-round magazines are still illegal and purchasable at the warpoint shop only.   16. Cartels Make the dope shot revive the player instead of just allowing an epipen to be administered. You can also apply the dope shot to yourself after being revived by an epipen. Add colored hexes for gangs and groups. Add most war kills title "God of War" Actually have a gang wars, date TBD. Scats Redesign some processors to match the current quality of Moonshine Brewery without moving anything significantly. When APD bolt cut into a house it should announce they are doing so, as if they were using the windows key menu. This prevents sneaky APD members from gaining entry to your house without you knowing. Stolen APD backpacks should stay invisible when you pick them up. The return of drug dealer interrogation. If you have sold drugs recently and a member of the APD interrogates the NPC, they will be presented with a list of players and a Drug Trafficing (15k, gives probable cause) charge will automatically be applied to those individuals. Runs Virtual items are included when using the save loadout feature. Track the number of players being sent to jail at the actual jail. Add Promet SG mags (buckshot 2wp, slugs 4wp) to the warpoint shop. Remove short barrel P90 from the warpoint shop and add the long barrel variant instead (7wp). Add 5.7 suppressor to the warpoint shop (30wp). Add .45 ACP suppressor to the warpoint shop (5wp). Plane delivery missions cost 60k to start (was previously 75k). RPK price increased to 160k, but add the ability to buy 75-round drum mags for 15k. Vigis Add "Rebel Camper" title for 250 arrests. Vigilantes can group up and split bounties equally between 3 players (was previously 2 players). Add an Orca skin exclusive to vigilantes. Raise the number of arrests needed for T1 to T4. For example, T1 at 0 arrests, T2 at 25 arrests, T3 at 50 arrests, T4 at 100, and T5 at 200. T2 payout to increase to 45% of the bounty. Feds Swap the pharma and bank locations. This makes sense from a roleplay perspective and should hopefully allow for a better overall layout and design for the new bank. Improvements to logging items and vehicles from BW and federal events. APD Roundtable Allow the dopamine chance on being epi'd to be applied to APD members. Create a most lethal title for cop. Decrease the pardon title from 500 to 250. Make vandalized APD hatchbacks seizable (not a guns hot vehicle for ghosthawks). Add "possession of illegal equipment charge" or change pos. of illegal weapon to cover CSAT/other illegal equipment Remove or drastically reduce Medic Armor. R&R Roundtable When civilians request denial through their death screen make it another color. Add regular hellcat for coordinators. Add bandannas to supervisor+ shop. General Add confirmation box to the "request denial" button. Add a civilian council Hatchback skin.   18. Just because we both play the server in different ways doesn't mean either of our opinions/ideas are worth any more or less. Take a look at the stats yourself and ask yourself why this might be bad for the community. Civilian is the lifeblood of the server, with less activity there both of the whitelisted factions no longer work and prosper like they should.
  19. Maybe now that you get a reduced rate for criminals not paying their ticket you might see the APD roleplaying more to encourage players to pay their tickets. Thinking about it, there is basically no incentive at all to paying a ticket since jail time is such a joke right now :/

Details to be fleshed out between the Devs and the Cartel council. Approved Corporal+ pays 50% of their physical loadout value when they die inside the warzone.   23. I feel like it summerized your reasoning quite clearly to be honest. Some of the ideas and suggestions we come up with take 2-3 months to implement, sometimes longer in rare cases. They'll get to them eventually, dev time is unfortunately very limited.
  24. We have vacant slots on the civilian council, you're welcome to apply. We're after small iterative changes to get the balance right. Just because one larger organised group is winning doesn't mean things are mechanically broken. Ask the smaller groups like Tp and SPQR that attempt feds/bw what their win rate is - I can assure you they're having much more trouble with a smaller group than we are with a larger one.
  25. I think it would be more accurate to say we want balance between the factions and different play styles. I think once Vigilantes are in line as far as their monetary gains go, we'll find it easier to suggest obvious quality of life changes that they could benefit from. We're mostly waiting to see what happens with the taze script right now, we might be fucking them quite hard with that. I did, and I'll try and explain why myself, and apparently other civ council members and staff thought it was a good idea. Right now houses are basically being taken hostage by a portion of the older player base that have already made their money with the houses. A lot of the houses currently owned by these players don't even get used anymore, they are simply refreshed and left to rot. I'm guilty of this too. A good example is players that are currently inactive, perm banned or simply don't have the game installed anymore can have their buddies with permanent keys keep their houses active and off the market. Stopping this behaviour is beneficial to new players that are currently the life blood of the servers. We're not even talking about a lot of money here, 10% of a 4 crater is 220k/month. I think if you're sitting on a 4 crater like that, you purchased, upgraded and put gear into - you can probably afford that upkeep and the tax is more than reasonable. Of course if the owner isn't around at all to pay the fee, or can't afford to pay the fee then the house goes up on the market for anyone to purchase. I haven't even touched on the advantages having a passive money sink has on the server economy and inflation.
