Seriously though, only thing I dont like about this is how vague the change is. "heavily outnumbered". Curious to see how this plays out.

So what are the actual kinda guidelines for being 'Heavily outnumbered' 

Like for planes i've been told that anyone over 250k are classified as high value ground vehicles, however this isn't obviously stated in the handbook
