Use them from 2 PM - 2 AM EST on weekdays and all day Saturdays and Sundays when they don't close

 

Otherwise you are going to have to wait till the servers are populated enough. It is in the best interest of Olympus Altis Life to have 2 higher pop servers then 3 low pop servers at night.
