Factions isnt even on the server yet so considering that fact pretty difficult to answer you on that one. Spigot however, isnt a plugin its an API for servers to run plugins as opposed to its vanilla version of MC. Sorry. You are now.

Yes your steam PID and bans do not transfer from each server. Yeah we do We have a separate dev team that works on the server. By no means will we have our arma team working on Minecraft, especially with the amount of work that needs to be done here
