So if there is a fight in Kavala (shooter is on office building) and two officers are leaving HQ to provide backup, can one go code 3 in one direction to draw the shooters attention away while the second officer sneaks up and climbs the later of the building and then verbally engage?

The way he described it, is that the new rule mainly pertains towards the corporals that just sit at the HQ while all the non-lethals push. In a situation like you described, I believe that it would be the usual "when an officer dies twice lethals are loaded."

So if one cops heads to the fed solo because the other officers are across the map, does that not count for a wave towards lethals?
