I think it would be more accurate to say we want balance between the factions and different play styles. I think once Vigilantes are in line as far as their monetary gains go, we'll find it easier to suggest obvious quality of life changes that they could benefit from. We're mostly waiting to see what happens with the taze script right now, we might be fucking them quite hard with that.
I did, and I'll try and explain why myself, and apparently other civ council members and staff thought it was a good idea. Right now houses are basically being taken hostage by a portion of the older player base that have already made their money with the houses. A lot of the houses currently owned by these players don't even get used anymore, they are simply refreshed and left to rot. I'm guilty of this too.
A good example is players that are currently inactive, perm banned or simply don't have the game installed anymore can have their buddies with permanent keys keep their houses active and off the market. Stopping this behaviour is beneficial to new players that are currently the life blood of the servers.
We're not even talking about a lot of money here, 10% of a 4 crater is 220k/month. I think if you're sitting on a 4 crater like that, you purchased, upgraded and put gear into - you can probably afford that upkeep and the tax is more than reasonable. Of course if the owner isn't around at all to pay the fee, or can't afford to pay the fee then the house goes up on the market for anyone to purchase.
I haven't even touched on the advantages having a passive money sink has on the server economy and inflation.
