To expound further on the changes for Cop/Medic chat, @Muthinator personally brought this issue to my attention and gave this amendment to the handbook his blessing.

The update comes into effect immediately.

Chapter X - Checkpoints & Patrol Guidelines

  1. Ground Patrol Units
    1. A Ground Patrol Unit consists of two officers in a single vehicle.
    2. Unless responding to a specific high risk call or heading to a Red Zone patrol vehicles (ground units) should not have more than two officers together.
  2. Helicopter Patrol Units - See APD Aircraft Chapter
  3. Traffic Stops
    1. Officers may conduct a traffic stop on vehicles when the driver or passenger is on the wanted list.
    2. Officers may conduct a traffic stop on vehicles when the driver is seen breaking traffic laws.
    3. Officers may check players for drivers licenses only if the driver of a vehicle or the passengers are wanted/have committed a crime in front of the officer.
    4. Basic traffic violations are not probable cause for conducting a search.
    5. Vehicles which fail to stop within a reasonable time may be cited for evading arrest. Upon evading arrest, the suspect is subject to a search of their persons for illegal items.
    6. Speed Limits are as follows:
      1. Inside City limits - 75 Km/h
      2. Outside city limits / backroads - 100 Km/h
      3. Outside City limits / Highway - 125 Km/h
  4. 911 Calls for Help
    1. Officers are encouraged to respond to 911 calls for help when the call is of a relevant level of concern.
    2. Officers are encouraged to find out more information from a call by texting the original caller.
  5. APD Checkpoints
    1. A Patrol Officer or higher must be present.
    2. At least 3 APD members must be present to run a checkpoint.
    3. Police vehicles must be parked at each check point entrance with their lights on to notify the public that the checkpoint is active.
    4. No person or vehicle can be searched without authorization from the owner of the vehicle. (Unless they are on the wanted list which you would follow standard protocol)
    5. If they decline the search they must go out the way they came in. (If they go around the checkpoint it is considered checkpoint evasion and they can be pulled over and processed from that point)
  6. Unit Channels
    1. Altis Highway Patrol (AHP) uniforms and vehicles can be utilized at any time if necessary. 
  7. DP Missions
    1. PO+s can now do DP missions at their own discretion.

Chapter XV - Communication Channels

  1. Teamspeak
    1. All officers are required to be logged into the Olympus Teamspeak while on duty.
    2. Officers must be within their appropriate channel dependent on the server and city they have been assigned to.
    3. The APD Teamspeak channels are to be used for APD operations only. Casual conversations can be held in other channels such as the APD Coffee Break lounge, or in direct chat.
  2. Channels
    1. City channels are to be utilized by all officers who are patrolling those areas
    2. Unit channels are lead by Corporals or higher to perform specialized patrols on the ground or utilizing the helicopter patrol.  See APD Helicopter Section for more info on Helicopter patrols.
      1. Corporals or higher are authorized to pull APD members into the Unit channels to make up their Patrol Team.
      2. Unit channels should hold no more than 5 APD members at a time.
    3. The Fed and The Jail channels should only be utilized during those incidents and the highest rank on the server should be in command.
  3. In-Game (Direct)
    1. Direct chat is the main form of in-game communication with the civilian population.
    2. Officers are to use direct chat to speak to civilians outside of a vehicle.
    3. Vehicle chat may be used to speak to other occupants of a vehicle.
  4. In-Game (Group)
    1. Officers are only to use Group chat to conduct continent-wide or operations between cities.
  5. In-Game (Side)
    1. Side chat is never to be used for voice communications.
  6. Cop and Medic chat
    1. Cops are only authorized to utilize the "APD and R&R chat channel" when an exigent circumstance exists and communication via emergency text message, or direct chat, is not possible or practical.
    2. All communication via the "APD and R&R Chat" should be considered critical in nature.
    3. Officers are able to engage/issue commands via this chat.

Nice to see the change :) I personally was one of thoose who enforced to no engagement trough the cop/medic chat, and it got really stupid at times cause they should be able to do so, so this is a much needed and long overdue change :) It's gonna make it alot easier now for both sides to communicate better i all of the situations they should encounter ingame :)
