APD Handbook Update 07/26/22

[Winters 1953]

Chapter V - Processing Suspects

If the Jail doors are broken and a suspect is being processed, then an APD Officer must go to the Jail to make the proper repairs so they can send the suspect to Jail.
The APD Officer must go directly to the Jail to make the repairs, and may not stray off to do other things.
The 15-minute APD Processing rule does not start until the repair is done.

Chapter VI - Dealing with Vehicles

Officers may only enter/unlock a civilian vehicle when:
Turning off the engine.
Removing a dead body
Unblocking a road, pathway or an area officers are attempting to access.
The owner gives consent (and the vehicle is non-illegal)

APD Officers may commandeer civilian vehicles (if the vehicle is non-illegal) to transport a suspect straight back to an APD HQ, if the owner of the vehicle is in APD custody, and there are no APD vehicles available to utilize as transport. 

Chapter X - Illegal Areas

Illegal Areas may be patrolled every 20 15 minutes.

During situations inside of illegal areas, officers must respond in waves.
Exception: An active Bank if 5 or less APD Officers are responding to the Bank. 

Chapter XI - Blue Zones

Blue Zones

APD Officers may freely patrol Blue Zones.
The APD Escort Event, Art Gallery & Pharmaceutical Robbery are Blue Zones.
APD Officers responding to an active Art Gallery Robbery or a Pharmaceutical Robbery must respond code 3 or dark with the intent to verbally engage.
APD Officers do not have to respond in waves to an active situation in a Blue Zone.

Exception: If there are 6 or more APD Officers responding to the initial Pharmaceutical Robbery Blue Zone they must respond in waves until the Pharmaceutical vehicle leaves the initial Pharmaceutical Robbery Blue Zone. 

Chapter XIX - APD Aircraft

Fixed Wing Patrol

Armed Plane Patrol - The Armed Plane patrols are conducted by Sergeants or higher. These patrols can be used for both recon and rapid response.
Armed planes will follow Ghosthawk engagement rules.
Exception: Armed Planes can also engage ground vehicles if the vehicle is illegal, is a HVT, or contains a HVT.

what fucking logic does this make.... 5 or less they have to wave, but if there are more then 5 they don't have to wave? Unless you just messed up.

A bit retarded seeing as the APD have a literal Windows key option to get keys, which IMO would be abusing the power since that is not the intended use of the ability. Should only be a thing if the vehicle is unlocked.

Also should probably address the fact that there is no rule against using it when you are going to seize the stuff inside, search it, seize the vehicle, etc.

I think that its fucking stupid how nerfed APD is becoming. The new guidelines for APD released basically talking about engagement etc are stupid. Literally the department has turned into something that all the staff and exec staff have RUINED and now it gets taken out on their warriors. APD is a prime example of  "too many chieftains, not enough warriors"

 

People making decisions who dont even play. Its fucking stupid. Like, as APD we are told we have to "play nice" when we do stuff? We cant lethal in events, we cant all go to events, etc. We are told we cant do our jobs to make the civ/cop ratio even. Like who the FUCK CARES. If you want it to be even then maybe the CIVS should plan to bring more people? It isnt our problem they brought 5 people to a fed and now we have to only allow about 5-6 because of that. 

 

Maybe this is why SWAT and all the other aspects of APD are failing, because SAPD is focused on ALL the wrong shit. Get this department together. Even your own staff IE Millennium are saying that its retarded.

 

I'm not one to make posts like this, but oh my god the APD is a joke. Our leadership is horrible.

He thinks a cop gaining access to a civilian vehicle is broken (when no other option is available), but a blackfish flying away the BW vehicle isn't.

im just saying when we had a new chief every 3mo's-1yr balancing issues were fixed relatively fast & it kept the apd from being stagnant. I swear winters is just holding onto that chief position because outside of chief he does quite literally nothing from my experience. Same with SAPD to a somewhat lesser extent, we would cycle thru sapd and chiefs like clockwork. I know player counts have significantly dropped since then but theres still no logical reason that someone should hold chief for so long.

Incorrect. I have not stated any issue against civilians losing the ability to fly the BW vehicle away in blackfishes. You just assumed that.

crazy how in DB fed season a blackfish was used at almost every event and still nobody was bitching as much as @ Mr GOAT is now
