Pretty sure there will be a gang wars/gang blitz this summer. Just needed to wait for school to end.
As for other content for cartels feel free to come up with some ideas. Saying you want more content without providing any feedback, ideas, etc. isn’t going to get anywhere. You were civ council in the past you should know how it works.
