The APD in general cannot lethal people that are tased, however there are a few instances where they are able to: If you accidentally taze someone at an airdrop you just lethal them. If they are tased and are unreachable you can lethal them too A few examples: If they are on top of white dome a the federal reserve if they are tased in the dome and there is no real means of safely being able to restrain them.
