Even just "Responding to heavy gang activity after 3 or more failed waves"... I fail to see how 'heavy gang activity' and 'supppper duppper sure heavy gang activity' changes anything. Sure ppl will be weary to pull at first, but the meaning is largely unchanged... (literally log onto the server, you notice NM, Aegis, KC or common group names (-x-, -rock-, etc.) with 7 or more ppl, thats heavy gang activity... its overly broad and really changes nothing (asides from not being able to patrol in it anymore which is nice)
