its all just gonna be biased towards their own gang so pointless. Ti, and Prime are known for cartel fighting, but are inactive. So Plague is probably best Cartel gang rn. Tree does runs, rob ppl, do feds, etc. It all depends on what you are asking about specifically. Some gangs do things, others dont do things.

just because gangs don't do feds mean they aren't good, come to cap and see who is good for yourself.
