4 minutes ago, Rossco said:- Change to the 3 to 1 rules so the hostage-takers must announce that a "3 to 1" is taking place for cop to be required to surrender - DENIED because any cop with common sense should know when they're 3 to 1'd
Please explain why this was denied
Because when a cop is outnumbered and engaged they should put their hands up in order to value their life, no matter the intent.

Lets be real here I'm pretty sure he also meant staff looking back at it now. 10 admins, 3 seniors, 1 owner, 14 people. Not to mention that civ council has plenty more than 14.

Remove all added towers from BW- having 4 towers mutually covering each other at BW makes it very hard for the APD. REJECTED to see what the change passed during the previous meeting does to the balance first (removing one of the twins).Good to see the thing you guys enjoy doing is staying the same, atleast someone in high power could call you out on your shit. lmao
You think civ council makes the decision in what the apd/r&r can implement? LOL come back when you're better informed.

maybe, also no one forces you to go first in trades

3 minutes ago, Google said:Business is business.
Actual question:
Why can't I sell my house for any amount I want. Why do I HAVE To sell it to market?
Please stop editing your responses in thanks, but a player could be lazy and not want to sell it to another player, the house could not have been refreshed, could not have found a buyer.

No but real talk. If a player has $3mil he can just keep refreshing his house for one year and then he'll have to make money again. Like it's not going to change anything....
You're assuming that people are never going to change in account balance. If you don't see that a house upkeep gives opportunities to new and old players to potentially find houses off market then I fear for the CQC administration team, or you're just trying to push your own agenda, whatever that is.

Players want to run around with 2 bil, are you saying we should let them keep all the hacked money?

Just now, Google said:What? Dude if they wanna combat that then reduce the timer or something like fuck that. I'd rather not pay that as an active player.
For example let's say some Tree guy with $80mil goes inactive and just keeps refreshing his houses.
They can refresh their house 320 times.
That's 26 years.
Paying 10% to refresh on a house that players should already making money off of, if you can't afford it and sell it, then good that's what we want. If you can't afford it and do more runs, good thats what we want. If you can't afford it and lose it, good that's what we want.

Combating inactive players from indefinitely refreshing houses with no penalty, yea fuck you civ council.

13 minutes ago, Orgondo said:Nerfing Black Market down to 5% is far too overpowered. The locations are easier to defend than the real processors and from Gather-Process-Sell its always far quicker at a Black Market rather than to the real processor hut.
Seems balanced to me considering you aren't able to double process at black markets, announces a capture, and as well as a healthy cop population on at all hours.
5 minutes ago, Orgondo said:Lol you think that matters? You are trying to make BM the way it was in 2015 yet you obviously don't remember 2015 very well then. MC owned Heroin Black Market literally 24/7 and was always running it. The whole server knew they were doing it however they were hardly ever robbed because of how easy it is to defend and the shear amount of property available there.
There aren't really any big gangs that do runs anymore, only those that come to mind are those that own shine and meth sheds across all servers, not to mention that the gangs that still focus on runs are pretty bad.

1 minute ago, Cale said:So I think 15% processing times for owning the cartel isn't too good. I think if you would increase that number, the gangs that do runs would fight more cartels and promote more cartel fighting and more runs. What do you guys think? I know I would be fighting a lot more if I knew my processing times may be cut down by a quarter or a half of the time by owning the cartel.@Bloodmoon @indian @NokiaStrong @Mudiwa
