I'm pretty sure skill is just a number that determines your skill level and who you get matched with or something (not exactly sure). Uncertainty is a number which represents how close you are to your "real" rank, it determines how much elo you get per match. There's some reddit post somewhere that explains it better but cba to find it.

The only thing I found was a temp fix for your problem (which is old so idek if it will work) https://steamcommunity.com/sharedfiles/filedetails/?id=513202917 Changing useImperialSystem should work tho
