You can only claim illegal vehicles. To claim them just scroll wheel to chop shop then click claim instead of the chop button. Illegal vehicles are the ifrit,hunter,strider,offroad armed, armed huron,ghosthawk,taru bench and prob more that I forgot to list.

No, the police car has to escort the bait car inside the redzone, it doesnt need to stay in the redzone with the baitcar.
