  1. That has always been a rule but its a bit incorrect what you are saying. I was literally banned for it in 2018 by CmdrRex. The one time you CAN kill people in restraints is when you get engaged upon by the APD yourself. Then you can blow it and kill restrained people. However you are unable to run into an HQ says hands up or die and blow your suicide vest. As for the restraints rules that applies for everyone. Civs or APD. Restraining someone counts as the “last shot” of an engagement so you have 5 minutes from then to shoot them or you must reengage after that time is up. Its literally the same concept of “I shot at him last 1 minute ago so you go 4 minutes of engagement left”.

  5. One of the biggest things that impacts people playing the server and how their experience ends up is playing with other people. As a beginner playing solo you are bound to fail, you may have fun experiences but you will have a lot of bad ones too. If you have friends that you can play with, get them on and play. If not try and find a gang as quick as possible, they will usually have more experience on the server so you will learn from them, and you will probably have a lot of fun with them. You will make a bunch of friends on here that you’ll probably know and remember for years. I still talk to people that I met back in 2018 when I started playing. This server is not easy as a solo, and a lot of people quit cuz they never find the gang experience before they give up. You will get beat by numbers all the time, and finding a group of people to play with is essential.

I can’t be asked to check rn, could have sworn it used to be written down somewhere… but yeah APD have always been allowed to ram vehicles that are blocking where they are trying to get to for this exact thing. Previously people would put blackfishes at the gates, that swiftly ended when a hatchback going 90 would go into it.
  13. Just keep flying. Editor is nice, but it doesn't have the tiers for helicopters. I somehow passed the flight test on my first go, and just kept flying and got better over time.
  14. It might suck to get banned and an IA/not/etc. however, it is the fairest thing. If you break a server rule you get administrative action. If you decide to break rules whilst on cop you get punished on both sides of things. It will be up to the Sr. APD on how harsh of a punishment they want to do after that. Whether its a note, suspension, removal, etc. Previously people would get banned and punished on the APD. I recall in 2018 some guy failed a 3:1, yeti reported him, he got banned & I believe Decimus dealt with him on the APD side of things.

Although I appreciate you being more open about the more "behind the scenes" stuff of hours, OICs, etc. It is hard for majority of people to really use these stats because they have nothing to compare them to (other than yours & clash's). Also, majority of the people on this server won't understand stuff like OICs, how they come and go, etc. Obviously, they aren't the best, especially with his tenure. However he is also not in charge of removals, so he loses all those OICs that would have been his. The only statistic that is really useful is his total tests & hours. I will say you knocking him for his hours and saying you have a job and have more hours is not ideal. I'm not sure what you do for work.... but him being an actual police officer who works 12-hour shifts, works holidays, etc. is VERY UNCOMPARABLE to other people's jobs. You see some shit as a cop that you wish you would never see in your life... the same with firefighters and EMS. They really are some of the toughest jobs to do, especially with where he is located too. On top of that, his mentioning of his family member also isn't helpful with his hours either. That being said I still don't agree with his decision on the rule interpretation, but with how the rules are written in the handbook, PSAs all over the place, and disconnection of the APD there really is an issue and it has been one for quite some time now. As Kami and Nerdy mentioned earlier, it is a very large issue that needs to be resolved. I remember over a year ago I had to find a PSA and it wasn't a status update, but a post made by Kami who was an LT at the time (I think). It becomes a large mess when you have several people throughout the senior APD making PSAs and they are in every area of the forums. If a PSA is to be made it should be made by 1 individual person (ideally the chief) or it needs to have 1 centralized location that every Sr. APD member can post in. This also needs to be visually seen by everyone on the forums (or wiki), as PSAs with cop-related things are not always Impacting the APD. Some may be the rule about the Hospital being considered a part of the rings. A civ would never know that if it's only in the FTO handbook and a status update hundreds if not thousands of pages back. As for the disconnect between the APD I can't speak as to how it is now as I'm not active. However, when I was around towards the end there was a large disconnect between the Sr. APD. At the top you had Mako & Winters and they were severely disconnected from the rest of the Sr's. I recall Winters making a comment that he should be disconnected which is just completely and utterly incorrect. @ ThatNerdyGuy said it perfectly earlier, If you are burnt out and only enjoy playing cop when you play with your friends then its your time to step down. It will ALWAYS be more enjoyable when you play with your friends, however as a Sr. APD member you signed up to play with strangers. You are meant to be leaders of the faction, you are meant to help promote people that you recognize on the APD. You can't do this when you are secluded from the rest of them. At meetings, people may bring up people for promotions, and you may only be able to base your opinions on their hours, IA's, notes, etc. What if there was a large issue that you missed because you don't play with Jr's? That is why you should always be trying to play with Jr. APD. You are the Sr. APD FOR the Jr. APD. Another issue with the APD. I would assume it is still an issue but I don't know nowadays.... The Silencing of the Sr. APD. For quite some time the Sr. APD were not allowed to post anything about the APD or anything on the roundtables without permission from Winters. They were told that Winters will deal with the roundtables which in my opinion is retarded. When I was Head Civ Council obviously I was the most vocal and most frequently responding, but I NEVER restricted anyone from posting what they wanted. (obviously with the exceptions of following the rules of the Roundtables & shit people shouldn't be saying as Civ Council). If 1 civ council member had a big issue against an idea that other civ council members were pushing for I would let them. Why not have several opinions on something? Having split opinions on ideas being pushed for a faction may not seem ideal but that is some of the healthiest shit a faction can have. With several viewpoints, having everyone think the same way is the worst thing you can do. I assume this is still an issue on the APD's part, but idk I'm just guessing ^_^. Winters having 300+ days of not even logging on to an APD whitelisted slot SHOULD have been a massive issue. However, everyone attempted to overlook it and the Sr. APD at the top of the CoC tried to defend him with horrible defenses. I don't know how he is now with his activity all I heard as of today is that he doesn't play as his actual whitelist and I heard from someone else that he just plays as a Jr. APD but by himself. Also the video you are accusing him of leaking notes... It does seem suspicious but there have been countless times where I have done the same thing as I was unsure who joined my channel and did the same thing. Whether or not it would be considered "leaking". It could have been a private convo, etc.

I always understood this rule as "those people in those roles can tell other people not to aid in the federal event due to things like outnumbering, it's about to be over, etc." I never took it as the APD members themselves could tell themselves to stop participating in the active federal event. I don't have access to roundtables or old roundtables so I can't tell you 100%.... but it was not intended for the person of said rank to decide for themselves to stop participating in feds. Whether or not they are aids... There are far WORSE situations that have previously occurred that are not even comparable on a scale to what supposedly occurred with King. DB feds BW's back to back, Milking of APD officers (before neutralizing was a thing), etc. I remember Are We Lethals? milked a poor deputy for 14+ minutes by simply legging him and stopping him from moving forward with an ifrit (he stopped getting milked after Rabid told the guy to pull his plug and he did lmao). The rule of how it is written is pretty retarded thinking about it. Currently with the way it is written a non-active Sr. APD member could join a fed channel and tell them to stop participating in the federal event. They wouldn't even need to be playing. For quite some time now the top of the Sr. APD has gotten away with thinking the distancing of themselves is necessary and not impactful of the APD. They are very wrong in thinking that though. Why would the top of the APD (Chief, Dep Chief, & Captains), think it is OK for the Chief of Police to go over 300+ days without playing cop? When I would occasionally come around and bring up how many days it's been for him being inactive on cop, they gave excuses. "he has a job (like the rest of us)." "he does a lot of desk/paperwork". The majority of blacklists just get denied with a "wait till same date NEXT YEAR" and there really isn't a crazy amount of work that the Chief needs to do. He is the most responsive on roundtables because more than half of the Sr. APD were silenced by him on the roundtables and are told to "let Winters handle it". That is his own choice. I mean there is something I heard of when he gets asked a question about a rule or something about the APD and he gives them an answer he considers that as time towards what his "minimum time requirements" should be. So say he had to make 4 hours in-game, he could do less because he answers people's questions.... This is in part due to Sgt's, LT's, etc. don't need to worry as much about minimum time requirements if they are active in doing tests.... but the Chief doesn't do tests besides Staff tests. Ryan won't do anything to Winters on his own. Sr Staff won't do anything to Winters either. The only way they will step in is if the Sr. APD meets specific prerequisites as to why Winters should be removed. If those get met they will step in, but with how split the APD is it won't happen. Not to mention that Every Captain & Dep Chief will be on Winter's side as they always are and I have personally never seen any of them disagree with him. So you got 4 yes men at the top of the APD. I would go on but I got to go to work now

  23. I was an admin for a while, but only one for two months after my birthday. I was sent a "check up" on my activity cuz I was like 35 weeks of not really doing many tickets (Rafa and others were doing a lot of them) and I just told em they can remove me. That was mid December last year.
  24. I was an admin for two months when I was 21. I was sent an inactivity warning for not doing tickets for a long time. So yeah didn't waste much.... I'm not hating on you, I'm just getting enjoyment out of annoying you ^_^
