Are you trying to say, if you try and bet someone who has a cool down, why does it give you a cool down? If so, then that probably isn't intended...however, if you want it fixed, submit a bug to the bug tracker, be CLEAR in how you explain the issue. uhm... how to not get your idea taken seriously 101... But seriously, the cooldown is 2 ways... so basically in order to bet BOTH people must not be in cool down status (i believe) its not a bug..

so on a 2 million lottery (which are few and far between) you only net 25k? plus on a 2 mil lottery there needs to be 40 tickets bought...assuming you bought 5 tickets @250K your odds of winning the lottery is only 12.5% (and goes down for every ticket over 2 mil mark) So basically with a 2 mil lottery, you have a 12.5% chance to net 25k on a 75k investment. Simple economics, and also a bad investment. Though is a good way to delete economy from olympus!
