This was already a thing, just rewording it so it's easier to comprehend. RPG that you're engaged with aims at you, you previously were able to shoot them as they obviously are aiming at you / engaged. Nothing has changed other than the handbook saying explicitly that you can. Simple as that, and if you're rioting over this you clearly didn't understand what I just said.
