It is worth noting that besides the few regulations staff has for civ reps (2-3 month terms, only 2 official reps at meetings, etc.) the upcoming civ reps will have the freedom to manage how they wish (create a internal positions, regulations, rules, or keep it as is).

The primary reason this wont be done is because there is no order sometimes as to how they get done. Sometimes if a staff member cant determine what should happen they will leave an opinion and skip it until someone else can make a judgement call. Also, personally speaking, if i only have time to do 3 or so quick tickets, I'll look for the easy ones and skip the ones the require a deeper investigation until I can look at it thoroughly later.

Its worth noting this doesn't excuse rule quoting. If someone quotes rules, doesn't open the gate for you to do so. This change is primarily to prevent people from trying to bait cops into unprofessionalism.
