well I am EST and i will probably be on all day until around 1-2ish

For me its not the problem of how quickly they can get geared up because if u kill them then deny them they have NLR either way its more of if you or ur friend is taken by a vigi it allows u or ur friend more time to get to u and save you. With it being that close it takes 2 seconds for them to drive there and they can read charges before leaving or while in the car

Make the vigi outpost farther away, make vigi license more expensive so not as many, make specific rules in Kavala for Vigi's
