JavaScript, Java, and Python. If you know them you know them all. I personally love Java, and if you know that then JavaScript is really easy.

Off, vsync makes your fps max out at the hertz of your monitor 60hz = 60fps Max etc. makes for a really unenjoyable/laggy game.

Vsync should only be used if you have screen tear.

A 60hz monitor can only physically display up to 60fps / hz. if you have 200fps and a 60hz monitor your eyes still only see 60fps regardless. Vsync dont make a difference in this scenario.
Also vsync works differently in different games.. ect.. some games matches your monitors refresh rate and some games (like arma) just hard lock the fps to 60fps regardless of monitor refresh rate. This is all to reduce screen tearing and should only really be used if that is a problem for you. Below is a picture showing screen tearing. you will be able to notice these small tears while moving your camera in game if you have them.https://i.ytimg.com/vi/bOKvLmIR_r4/maxresdefault.jpg
If you are getting screen tearing i would recommend you get a monitor that has support for either FreeSync or G-Sync as these actively change their refresh rate to what your current FPS is to remove screen tearing. vsync is usable to fix screen tearing but a proper monitor is way better.
Note: vsync does not increase performance. it just fixes screen tearing.
