Civilian:

  • Allow Corporal+ to raid warzone - @ Big John1
    Handbook Change Reference: There is a Sergeant+ Corporal+ with at least 2 other officers.
    Rebel Outpost raids remain unchanged.
  • Scroll-wheel option to cartel flags that send a notice out to the APD, automatically giving APD officers probable cause within Warzone - @ Big John1
    Will have a 30 minute cooldown to prevent abuse and you will be able to use this feature regardless of having misuse or not.
     
  • New Point System for APD (Raid Points) - @ Big John1
    • 5 Minute buffer for points after tase / lethaling the same player.
    • Raid Points are earned from lethals / tases at Federal Events, Airdrops, and Warzone.
    • 1 Raid Point is gained every tase/ lethal (regardless of gear).
    • Can be spent on cop gear from 1 level over your current rank.
      • Skip Staff Sergeant when calculating this.
    • Gear purchased is lost upon respawn.
    • MAR-10 and Tier 5 Vest is excluded.
    • Prices: TBD
    • Spendable on Vehicles (Only for vehicles accessible with your current APD Rank).

      • Neutralized cartels do not generate rewards for civilians until re-captured.
      • The only generator for the event itself is warzone. The rest are solely for kills.

    The amount of delivery missions you have done will "reset" on restart. You are however eligible to earn the bonus more than once.

    Reasoning: The T4 vest is available in civilian stores so Undercover Officers utilizing the vest will blend in.
     
  • Charge for being in an illegal area. 
    • Entering an illegal area. 
    • First Offence $10k, Second Offence $10k, Third Offence Jail.
    • Add if a suspect is found entering, within, or leaving an illegal area without due cause. 
    • This charge would not allow you to seize weapons, revoke licences, or lower tiers.
       
  • ANPR 
    • 5 Second delay to open, gives the vehicle owners name only.
    • Displays player's speed and vehicle registration GUI box above vehicle.
    • Vandalized Vehicles can utilize this system.
    • Scroll action to toggle on/keybind.
    • Civilians would get access to this system (only vandalized vehicles). 
      • Reasoning: Allows players that have stolen a vehicle the opportunity to conceal themselves by attempting to appear as if they are someone else.
         
  • Stat tracking and titles for: 
    • Seizing Vehicles
    • Warrants Completed
    • Escorts Completed
    • Airdrops Seized
    • Ghosthawk Lethals
       
  • Strider smokes to the driver’s seat.
    • Reasoning: Striders get smoke bugged, Striders get locality bugged if there is more than the driver in it, and Striders get random camera bug.
       
  • Change APD Gear Escort to utilize different starting locations in Center/Eastern map and change checkpoint timers to compensate.
    • Pyrgos - Neochori
    • Neochori - Blackwater
    • Blackwater - Athira
      • Reasoning: Mitigates the potential for VDM when leaving populated Kavala with the truck and adds different locations for the event to have combat. 
         
  • Move DP19 Gold Trader to Nifi hill.
    • Reasoning: The current location of DP19 ` Trader is very close to the DP19 blackmarket. As soon as the gold is sold civilians flee to the blackmarket immediately being able to store the money. Moving the Gold Trader to Nifi is a minor distance change but allows for more time for APD Officers to attempt to stop civilians storing the money. 
       

R&R:

  • Additional Visible Backpacks 
    Adds additional customization options for players.
     

  • Beret for Sr Medics.
    More customization options.
     

  • Include Delivery Missions in the buddy system.
    Allows lower-ranking medics that are not flight certified to fly with someone eligible and split both rewards between each other.
     

  • Players who are requesting to be denied get a 15-second cool down before attempting to request again.
    Helps prevent players from spamming to be revived after being denied.
     

  • Rework Medical Missions to not get the same mission in the city. (Ex: Kaval Hospital to Kavala APD)
    Helps space out missions for an enhanced roleplay experience.
     

  • Reduce windows impound by half and increase impound yard by x1.5. 
    encourages medics to work for their reward. 

 

 

Denied Ideas:

Civilian:

  • Increase the guarantee gold amount by 15 for Federal Reserves - @ monster

Reason for denial:  Look at other ways to incentivize robbing the federal reserve instead of just "throwing money" at the problem.

    • Stackable with Blackwater/ Cop Tier-4 Vests and Tier-5 Vests
    • Not stackable with Rebel Tier-3 Vests or GLS

Reason for denial: No place in a life server
 

  • A rule to Warzone Airdrops prohibiting the usage of RPG's and Mines during the event

Reason for denial: RPG's as a whole will be looked into instead of removing them from 1 place at a time
 

APD:

  • Surveillance Vans.
    • Corporal+
    • Has the ability to access numerous CCTV sources within towns and cities as well as some placed on major highways.
    • Can be vandalized by Civilians which will give them access to CCTV system.
    • Cannot be utilized to gain PC on properties.
      • Reasoning: Enhances and promotes RP of catching repeat perpetrators in cities as well as investigating the status of towns without a multiple KM drive. Eg: 911 dispatches claiming Athira is out of control, check in the Van on the way there.
  • Ability for APD Officers to claim Vehicle Airdrop Vehicles.
    • Cops can claim the vehicle at a Chopshop during the Vehicle Airdrop Event. 
    • Vehicle can be claimed by any civilian.
    • Vehicles can be utilized in the same-case as normal.
    • Armed Aerial Veh. cannot be claimed and are seized as normal. 
      • Reasoning: An additional aspect to the Vehicle Airdrop Event that encourages APD Officers to participate as well as giving civilians further opportunities to claim a Vehicle Aidrop vehicle. 
         

Reason for denial: The airdrop event is a Civilian Event, you are guests at this event and nothing more + APD having these vehicles could easily cause havoc.
 

R&R:

 

  • Medical Ifrit Sup+
    • Adds protection for medics responding to Illegal areas.
    • Reward for Supervisors as 99% of the perks they had were given to Pararescue.

Reason for denial: The Ifrit has way more armor than what a medic should need in any scenario.
 

  • Northern Hospital to the Medical Mission delivery pool.
    • Additional delivery mission around the map. (If approved also DP 24 Hospital)

Reason for denial: This would move roaming medics away from populated areas and into Africa when doing DPs, also would hurt accessibility for non flying medics (current ones are all along MSR)
 

  • Hospital to DP 24
    • Allows medics to respond quickly to this area and to encourage lower ranking medics (EMTs, Basic) to go for revives in the area similar to Norther Air Hospital.

Reason for denial: It really isn't hard to fly down there in a heli, as well as it's very easy to zoom down the MSR in a hatchback to that area.

If rpgs are removed or nerfed there would have to be some way to counter balence cops using shittons of armored vics during event responses. (I am too poor to use an rpg but its the only way ive seen people be able to defeat hunter spam)

Flat out removal is not the route we wish to take but the RPG as a whole is currently being looked into, once something concrete is decided upon there will be more info on the matter.

Why are all the changes under civilian APD changes? Shouldn't civ council change shit for civs? Also i find the reasoning for some of the denies so fucking funny, ex.

Ignoring the balence aspect of it all. It does kind of make sense to me from a roleplay standpoint that the LE presence on a dogshit Mediterranean island full of "rebels" would have military grade bullshit and be brutal about using it.

Did no one read the "only to be assigned if they're loitering and there's due cause" part? A vigi going into a redzone to apprehend a wanted criminal is not viewed as due cause / the vigi loitering there.... (Main post has also been updated to be "easier" to understand / more clarifying in regards to that point specifically)

      L charge, still gonna camp rebels on vigi. I'll prob get my T5 ripped (for going to jail due to this charge) for doing what I normally do, arrest x amount at this rebel, move to next one. Feel like this is chopping off the limbs of an already dying vigi population. Remember there's vigilante in the server title for a reason. APD getting another reason to fuck with progress that took some players hundreds of hours to get T5 is cringe af.

Quick question on the ALPR, does "5 seconds to open" mean from scrollwheel it will take 5 seconds to start capturing or it will take a full 5 seconds from first contact to showing the information?

Also on that note, the current radar function through shift L barely works in the sense that getting a hit is very rng based. Will you have to maintain ALPR contact for 5 seconds before the information appears?

The way it was explained was "You open it and have to hold it on x for 5 seconds" so for the second question id assume it would be 5 seconds in one go as there was no mention of it being 5 seconds total regardless of downtime. Id also assume with this the radar feature as a whole will prob get benched / fixed / this system will have better radar in general.

Oh yeah, the current radar sucks so having you hold it on for 5 as it currently is would be as good as nothing.

On that note, we'll have to see it implemented to see how it works but I think a priori it should be 2 seconds or instant speed but longer hold for name. As is, by the time the thing gives you a name you'd be close enough to have it anyways.

Although I would say take this with a grain of salt, this is how I interpretted the following ideas when they were presented to us.

To add on to what SPBojo said: from my understanding this charge was only ever proposed because police were tired of civilians loitering around active situations within illegal areas and claiming the legal high ground. Otherwise the officer would have to establish that they are interfering (which they may not be) but that wouldn't change that they are a nuisnace to the situation at hand.

The exact wording of this charge right now is "Entering an Illegal Area". I believe there has been discussion about changing the name to "Loitering in an Illegal Area". I think that line of discussion came out of concern that it could potentially be misinterpreted. I would support a name change of this charge to prevent abuse along with provisions that officers have to give multiple warnings for a civilian to leave before the charge may be added (if that is not already a subject of discussion).

From my understanding of the provisions as they were presented to us was that there would be a "5 second delay to open". I interpretted that as after scanning the vehicle, there would be some sort of loading dialogue from it being an instant form of feedback but that the 5 seconds was not time of which required to scan. Although again, I could be wrong, but this is how I interpretted it. Especially with hatchback sports, I would think that performing this scan would be impossible if the cursor target had to be on vehicle for 5 consectuive seconds. I think @ SPBojo  mentioned it earlier but I believe this function will be on the actual vehicle opposted to the cop as a player like in the past. I know when I play as cop my vehicles tend to be left around in random places after death when I am responding to a situation. By having it be on the vehicle it would increase the desiarability of stealing which I would think kind of balances it out.

Speaking of Vigis, can we please do a review of what licenses can be seized or lowered for?

as things stand you can get completely fucked out of hundreds of hours of work for extremely minor shit. I understand we want people to follow the law if they’re vigi, but charges like party to a crime lowering tier really can hurt someone who may not have done anything. 
 

I saw a friend have a tier lowered when he was just shy of t5 (3 or 4 arrests) all the way back to 3 for party to a crime. He did not engage the police at all, specifically because he’s a vigilante, but he still caught a charge because we were fighting the cops. This is lame and shouldn’t happen. Vigi is way too hard to grind to allow any cop to make the decision to lower a rank or remove it. Perhaps we make that be a SGT+ decision point. Anything at all that makes that grind less intensely scary. 

I was having so much fun playing vig until I found out about party to a crime. If any of my friends shoot at cops I could lose all my hard work over it - it’s not a fair charge and needs removed

Three things.

  1. Any cop lowering a tier just for party to a crime is bitchmade, I'd say find the cop's Sgt or Lt on the CoC and message them the video as it's not IA worthy but it is a breach of general decorum (or at least it was when I was active). But keep in mind that it's situational, if the vigi is driving the getaway car in a fight where cops were tased/taken, or is involved in an event like pharma that's a whole different story. There's wrong place - wrong time, then there's doing a support function that would be done by someone on the crew regardless. There's also a huge disdain for vigis who help robbery crews, even just pulling security becomes unbalanced due to your taser.
  2. Having it be a Sgt + authority would effectively take it off the table. More often than not the highest ranking officer on the server is a Cpl, unless we allow cops to seize your shit while you're offline through Life Control (never happening) it's just not viable. And more often than not the decision is solid, I have 1300 cop hours and nowadays play about 8-12 a month. Maybe it's the times I play or how I run my patrols, but in 5 years as an active APD officer from 2017-2022 (2 as Cpl + 1 as FTO) I've never seen these great injustices firsthand.
  3. The first line of the vigi rules is that they're not above the law or server rules. As a vigi you can still play with friends, have fun, and do illegal stuff, but use your brain and know when to walk away. I speak for about 70% of the APD when I say you don't need to be a choir boy, but you do need to make choices that will protect what you've earned. There's a difference between a vigi doing an illegal run where they just drive away and a vigi helping others rob legal runs, do pharmaceuticals or similar events. You know the grind and often for the APD perception is reality, if you know it looks sketchy sit it out and go do something else.

I'm not a vigi, but I can appreciate that you guys do a lot of work for it. Just like most Cpls having 300+ hours shouldn't shield them from disciplinary action for sketchy shit, tier 3+ shouldn't be an aegis from being held accountable for your actions. If you're courteous to the APD when they interact with you, build name recognition, and don't engage in unethical conduct your chances of facing an arbitrary punishment plummet.

The other side is I'll openly admit to ripping vigis for petty stuff after they had built up a reputation for following the APD to steal bounties, going to support when they were in the wrong and being belligerent dicks. There was a vigi who would follow the APD around in Kav and try to engage everyone the APD didn't go code 3 or chose to let go. You bet your ass the day I caught him with a manslaughter I seized his shit without a second thought.

Perhaps an (admittedly) RP-heavy middle ground could be mandatory reporting on vigilante seizures and reductions past tier 3. When seizing or reducing a vigi license officers would need to fill out a quick google form with the IGN (or PID if they choose to provide it) of the vigilante, a justification for the seizure (immune from meta e.g. subject has a history of impeding the APD would be a valid reason) and supporting documents if they exist. Not worth much, but if the vigi feels it's unfair they could request a copy of the report and appeal it with staff and it would make it easier for staff and SAPD to see if there was a pattern of an individual being targeted or certain officers forgoing RP/discretion.
