He may be able to contact the company that manufactured the liquid cooler and have them pay for the entire computer. You may have needed to get a warranty depending on the company but usually if its their products fault they will fully compensate the computer. You are not allowed to kill someone while they are spangled(unless they spangle themselves). If you accidentally spangle someone who you are trying to kill or want to kill you need to give them enough time to at least have a reaction, so after his gun gets pulled back out. also bans always get lifted so that would just be extra money into the economy over a mistake
