But is a WHITELISTED faction aka making it so EVERY civ that's not a cop but also donates to not benefit from it WHAT SO EVER, if its a civ only goal EVERYONE benefits as EVERYONE can play civ, not everyone can play cop / medic so a faction specific donation goal is honestly the most retarded thing ive ever heard and ive heard alot of dumb shit.

Look at the options. None of those are devs heavy. Literally, a dev can open the file change the value and done. That is what these donations goals are. The last few donation goals are being worked on as we speek.
