not a fan of the civ council but i have seen a lot of good ideas they have brought into the server, they have just not been implemented.

A big chunk here is coming. My plan is to also due more frequent updates (time allowing) after this next one. Just makes more sense in the grand scheme of things (especially when it comes to balance)
