Chapter XV - Bait Cars Bait cars are not to be used at any time for patrol. 1. Exception - Sergeants+ may utilize SUVs and Hatchback Sports bait cars for unmarked patrol. 1. Unmarked patrols may not enter redzones without probable cause. At any given time, a maximum of 3 bait cars may be in use by the APD on a single server. Bait cars may be left in illegal areas. However, this does not warrant “camping” of the illegal area. 1. Bait cars must be accompanied by a marked APD vehicle into the illegal area. This is for engagement purposes. Activation of the vehicle, or movement of the GPS tracker gives probable cause to raid any red zone the aforementioned vehicle was left in, regardless of time since the last visit. If the APD come under attack during transportation of the bait car to the desired location, the APD are allowed to retaliate in order to resolve the situation. APD Bait cars are only to be given to civilians in order to facilitate police operations. PSA: Intentionally untextured vehicles (i.e. the RHIB, Jet Ski, and Qilin) may be used to patrol red-zones as normal

Chapter IX - Searches and Seizures Searching in Combat 1. Searching and seizure of equipment and vehicles should not occur until combat has been deemed 'clear' or 'not a factor' by the highest ranking officer at the situation. 1. Example - Armed Plane that has clear intent to stall searching/seizure of equipment/vehicles. Obviously if people are dying or taking damage due to said plane, it is clearly deemed a factor. Conducting Searches 1. In order to search a person/vehicle for illegal items, one must have probable cause to do so. 2. You must announce that you are searching the person/Vehicle. 1. If questioned by the person/owner of the vehicle, explain why you are conducting the search. Checking of Licenses 1. You may only check licenses when you have probable cause to do so. Seizure of Weapons 1. Illegal firearms are to be seized when it is safe to do so, preferably before transport. 1. Blackwater items of note: 1. Thermal NVGs (NOT COMPACT NVGs) are illegal. 2. DMS Scopes. 3. Silencers of any sort. 4. Non-black MXM and MAR-10, these are not APD equipment. 2. Suspects cited for any crime that requires a weapon (ie. Manslaughter, Attp. Manslaughter) permits seizure. (See APD Ticket Guide for further charges that warrant seizure.) Seizure of Vehicles 1. Illegal vehicles are to be seized at the end of a situation. 2. Any civilian vehicles left after a federal event will be seized. 3. Vehicles containing illegal contraband valued at $350,000 or more are to be seized. 4. Vehicles will only be seized upon the order of the highest ranking APD member at the situation. 1. Vehicles found to be transporting other vehicles that are under seizure rules may also be seized. (Ex. An Orca that was slinging a 50 cal, a Blackfish that was transporting a federal event truck) 1. Officers must have a constant view of the carrier vehicle(s) should the passenger vehicle be released in order for it to be seized. Seizure of Money 1. Any person(s) who is seen involved with a robbery of any kind, inside a redzone, interacting with gold trader, charged with conducting a federal reserve robbery, or interacting with a vehicle that falls into these categories may have any cash seized upon their search.
