I think what he's trying to say is that the new addition:
"Gaining a misuse of emergency systems will disable your ability to send APD dispatches indefinitely (can be paid off at courthouse)",
cannot be paid off once your bounty is over a certain amount, therefore, the new addition is not entirely truthful.

Unless there's supposed to be an option to explicitly pay off your Misuse, you will not be able to if you have a bounty => 125K.
